Sri
Lanka has already made impressive progress towards meeting the
Millennium Development Goals in key areas of human development such as
education and health. The accomplishment of reaching middle income
country status is remarkable for a developing country, despite the
severe setbacks of the tsunami and long years of conflict. However,
significant challenges remain, particularly in reducing inequalities in
income distribution and access to essential services in different
districts, in reducing income inequality and malnutrition, and in
bringing about peace.
There are many ways the UN can contribute to the country’s development
– and it has through the years - whether by supporting livelihoods,
working for children’s’ education and health, rural development,
responding to disasters and helping communities recover, promoting
human rights, or supporting government in designing and implementing
social and economic policy reforms.
Such a complex array of tasks in a constantly changing national and
international environment calls for coherent vision, a shared strategy,
and a unified approach to development goals. This master plan is given
form in the United Nations Development Assistance Framework (UNDAF), a
strategy document agreed between the Government of Sri Lanka and the UN
in Sri Lanka

Creating the Framework
The UN Country Team in Sri Lanka is devoted to accomplishing better
standards of living for all Sri Lankans. Guiding the work is the belief
that eradicating poverty and improving the well-being of people
everywhere are necessary steps in creating conditions for social equity
and lasting peace in Sri Lanka. The UN Development Assistance Framework
(UNDAF) proceeds from these basic principles and applies the UN
rights-based approach to a set of key substantive issues identified by
the government and the UN Country Team.
The UNDAF is an agreement between the UN system and the government on
the strategic framework for the government and the UN system for
development activities over the next five years (2008-2012).
The UNDAF emerges from an in-depth Common Country Assessment (CCA),
completed in 2006, that analyzed the country’s priority development
needs. The CCA/UNDAF was developed through a fully participatory
process involving government, the private sector and civil society
counterparts. As the UNDAF is a ‘living document’, it is expected to be
revised annually in consultation with government, donors and key
partners.
The UNDAF helps focus the work of the UN Country Team agencies and aims
to mobilise US $ 370 million for the coming five years in support of
Sri Lanka’s development priorities built around four pillars;
- Poverty Reduction
- Improving Governance and Democracy
- Consolidation of Peace
- Gender Equality
The
UNDAF is integrated with Sri Lanka’s own national development strategy,
Millennium Development Goals, and other internationally agreed treaty
obligations and development goals.
The UN reform process
galvanises collaborative efforts among UN agencies to achieve a greater
unity of purpose and coherence in country level operations. As such,
the UN Country Team in Sri Lanka is committed to joint planning and
programming between agencies and with external counterparts to
integrate development assistance as efficiently as possible.
The Way Forward - Desired outcomes
Thematic working groups, comprised of officials of all UN agencies and
other stakeholders, work to define a set of realistic indicators to
measure results for each UNDAF outcome, as outlined in a monitoring and
evaluation matrix. As results are measured, the respective annual work
plans of the government and UN agencies are refined to reflect progress
and to better deploy resources for the year ahead.
